POSITION SUMMARY: The Controller is responsible for the integrity and timeliness of the financial information of the Southern Ute Indian Tribe. Prepares financial statements for distribution for internal and external reporting, including consolidated statements. The Controller is responsible for the supervision and oversight of the accounting staff in the preparation of financial information. This position is responsible for the offices of General Ledger/Fixed Assets, Accounts Receivable, Accounts Payable, Purchasing, and Contracts and Grants.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 


  1. Provides leadership and direction throughout the accounting and financial reporting process.

 


  1. Responsible for the personnel management of the accounting office (General Ledger/Fixed Assets, Accounts Receivable, Accounts Payable, Purchasing, and Contracts & Grants) to include recruitment, supervision, scheduling of leave, counseling, disciplinary actions, performance evaluations, training, skills development and termination.

 


  1. Oversees all accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP, GASB standards, and regulatory requirements.

 


  1. Actively participates in the monthly closing process, ensuring accuracy and timeliness of the monthly and annual closing of the books.

 


  1. Responsible for monthly departmental and consolidated financial statements.

 


  1. Responsible for the annual closing and audit of the financial records.

 


  1. Evaluates, develops, and documents business processes and accounting policies to maintain and strengthen internal control.

 


  1. Reviews accounting policies and procedures at least annually to ensure strong internal control and adherence to best practices.

 


  1. Ensures adherence to Tribal policies and procedures, both within the accounting office and the organization.

 


  1. Develops, administers, and monitors the Accounting Office budget.

 


  1. Develops and submits the annual Indirect Cost Rate proposal.

 


  1. Oversees the preparation of per capita payments to Tribal members and ensures that accurate and adequate records of payments are maintained.

 


  1. Ensures the confidentiality and security of all accounting and finance information.

 


  1. Works cooperatively with directors, division heads, and project managers to identify and provide complete financial information in a timely manner.

 


  1. Facilitates training for directors, division heads, and others in the use and understanding of financial policies, practices, and reports.

 


  1. Participates in a positive, supportive, and team-oriented environment.

 


  1. Responds to requests from the Chief Financial Officer in a timely manner.

 


  1. Performs other job-related duties as assigned.

 

QUALIFICATIONS:

 

Must have a BA/BS in Accounting or related field.

 

Must have a CPA license.

 

Must have 5 years of experience in accounting field including 2 years of governmental accounting.

 

Must have 3 years of supervisory experience.

 

Must have computer experience including Microsoft Word and Excel.

 

Must pass a thorough criminal history background check and pre-employment drug test.

 

PREFERRED QUALIFICATIONS:

 

10 years of experience in accounting field.

 

Knowledge of PeopleSoft financials program.

 

LANGUAGE SKILLS:

 

Ability to communicate clearly and accurately, orally and in written format.

 

Ability to prepare reports, and present facts and information clearly and concisely.

 

Ability to communicate to accounting staff, supervisors, and non-accountants including Tribal Council.

 

MATHEMATICAL SKILLS:

 

Ability to add, subtract, multiply and divide in all units of measure. Ability to compute rate, ratio and percent. 

 

Must be versed in common business ratios and statistics and be able to compute and utilize appropriately.

 

REASONING ABILITY:

 

Ability to analyze issues, define problems, collect data and draw well-reasoned conclusions.

 

Ability to establish and maintain effective working relationships with Tribal Officials, Tribal staff, subordinate staff, managers, and the public.

 

Ability to make decisions in a timely manner.

 

Ability to work independently, with a minimum of supervision.

 

Must possess strong critical thinking skills.

 

Ability to maintain strict confidentiality, including the ability to recognize situations in which confidentiality is required.

 

PHYSICAL REQUIREMENTS:

 

Position requires periods of standing, walking, bending and long periods of sitting.

 

Lifting a minimum of 10 pounds may be required.

 

Work requires the use of computers with exposure to video display terminals, the need to work in front of a computer terminal for extended periods of time and some repetitive motion associated with data entry and the use of a computer mouse.

 

Adequate hearing is required to hear/talk with all individuals, and to use telephones on a consistent basis.

 

WORK ENVIRONMENT:

 

Work is performed in an office setting with some exposure to environmental stress. 

 

The noise level in the work environment is quiet to moderate.

 

Communication with Tribal supervisors, Tribal employees, and the public on a frequent basis, including telephone as well as face-to-face interaction.
